New Evanston-Skokie D65 Board member floats goal of 100% college readiness

Not long after his Monday swearing-in to the Evanston/Skokie School District 65 Board of Education, Chris Van Nostrand jumped into the fray during a presentation on recent student achievement.

By one measure of college readiness, 74% of fifth through eighth graders have stayed on track in English, roughly the same as in previous years, while 45% have in mathematics, a dip of a few percentage points. The district has set a goal for 80% in language arts and 50% in math by next year.

After asking district staff about the disparity between the language arts and math, Van Nostrand followed up with a more pointed question.

“Coming at this from a new perspective, my position is: Why aren’t our goals 100%?”

Van Nostrand’s appointment to the Board of Education ended a months-long impasse that until January had stymied the financially-challenged district’s plans to save money by closing one or more schools. His selection solves the problem of the Board deadlocking with tie votes of 3-3, as it will now have an odd number.

Beyond ending the impasse, however, Van Nostrand made sure to make his voice heard at several points in Monday’s Committee of the Whole meeting.

Van Nostrand finished fifth in the 2025 election for four Board of Education seats; his campaign had emphasized improving student performance. A District 65 parent who has worked in higher education marketing, he runs Strength Wise Barbell, a personal training outfit in Evanston.

His debut comes at an inflection point for District 65, which will shutter two schools at the end of the current school year but will also open a new one, the under-construction Foster School.

When Omar Salem vacated his Board of Education seat in November, the district had already long decided to close the Dr. Bessie Rhodes School of Global Studies. Under its Structural Deficit Reduction Plan, the district sought to close additional schools and had narrowed its options to one or two closures.

With the Board of Education reduced to six members, it deadlocked twice on whether to close one or two schools in successive November and December votes. Furthermore, it could not agree on whom to appoint for Salem’s vacated seat.

Though the Board of Education members eventually came around to give an initial nod on Jan. 9 to close only Kingsley Elementary School, the responsibility of choosing a new member had by then passed to the regional superintendent of schools.

So on Feb. 2, Van Nostrand got the appointment.

“I’m really seeking to collaborate with my fellow Board members to identify a long-term vision for the district that puts us in a really great position 10 years from now, while also identifying some quick lanes in the near term that would make life better for families and their students,” Van Nostrand told Pioneer Press moments after assuming his perch on the dais Monday evening.

And after being sworn in by Board President Patricia Anderson, he got an all-around taste of the issues and recent developments at district schools.

Much of the discussion centered on the student achievement update and transportation issues rather than on the Structural Deficit Reduction Plan, which has dominated many previous meetings.

“I’m really excited that we’re talking about this today actually, y’all, instead of SDRP,” Superintendent Angel Turner said. “Because it’s always been about improving academic outcomes for the students in this district.”

Later, after receiving an update on Foster School construction in Evanston, the Board of Education approved a pact with the city government. The agreement, known as a memorandum of understanding, calls on District 65 to pay for a new crosswalk at Dodge Avenue and Foster Street, as well as flashing signs at two crossings along Emerson Street.

Under the pact, the city would take charge of construction and bill the district for the work.

“What I would express, for me, is just a desire to be an equal, full partner with the city,” Board member Andrew Wymer said.

Surveillance Footage Of ‘Armed Individual’ At Nancy Guthrie’s Home Released

The FBI on Tuesday released surveillance footage from a Nest camera showing an armed person at the southern Arizona home of Nancy Guthrie, mother of network TV news anchor Savannah Guthrie.

Video shared by FBI Director Kash Patel shows a masked person wearing a jacket, gloves, pants and carrying a backpack. The person can be seen obstructing the camera, before walking into the front yard. They then return to the front door with a small flashlight in their mouth before attempting to cover the camera with what appears to be foliage, AZ Family reports.

Investigators say the person was armed, as images show what appears to be a holstered firearm on the person’s waistband.

“Over the last eight days, the FBI and Pima County Sheriff’s Department have been working closely with our private sector partners to continue to recover any images or video footage from Nancy Guthrie’s home that may have been lost, corrupted or inaccessible due to a variety of factors, including the removal of recording devices. The video was recovered from residual data located in backend systems,” the Pima County Sheriff’s Department posted in a statement. 

“Working with our partners – as of this [Tuesday] morning, law enforcement has uncovered these previously inaccessible new images showing an armed individual appearing to have tampered with the camera at Nancy Guthrie’s front door the morning of her disappearance,” they added. 

Guthrie was last seen on Jan. 31 after she was dropped off at her home in the Catalina Foothills, and was reported missing the next day after she failed to show up for church. 

According to AZ Family, “In the early morning hours of Feb. 1, her doorbell camera disconnected and her software detected a person on the camera. Her pacemaker app also showed it disconnected from her phone.”

Reported ransom notes concerning Guthrie were sent to several Arizona news stations, including Arizona’s Family sister station, KOLD 13 News. The first note reportedly demanded a “large sum of money” with a deadline set for last Thursday. The second note allegedly contained a Monday deadline at 5 p.m.

A new video plea from Savannah was released hours before the 5 p.m. Monday deadline. The video didn’t mention the alleged ransom; instead, Savannah shared her family still believes their mom is out there and is hearing everyone’s prayers.

A $50,000 reward has been offered for information in the case.

México dice que el 47% de cartuchos de alto poder incautados los fabrica contratista del Pentágono

CIUDAD DE MÉXICO (AP) — Que la mayor parte de las armas ilegales usadas en México proceden de Estados Unidos es algo que ambos países reconocen, pero el secretario de la Defensa mexicano, Ricardo Trevilla, ofreció el martes un dato adicional: casi la mitad de los cartuchos de alto poder que se han decomisado en territorio mexicano proceden de una fábrica propiedad del gobierno estadounidense operada por un contratista privado que suministra al Pentágono.

Durante la conferencia presidencial diaria, el general Trevilla se refirió en concreto a los cartuchos calibre .50, que son de ametralladoras y fusiles de alto alcance, y dijo que de los 137.000 requisados desde el 2012, “el 47% provienen de esa empresa, que han sido comercializados en las armerías del sur de Estados Unidos”.

El militar no mencionó a la compañía por nombre pero hizo estos comentarios a preguntas de la prensa sobre la publicación de The New York Times que menciona la compañía Lake City Army Ammunition Plant, de la ciudad de Kansas City, Misuri, en el centro de Estados Unidos.

Ni el Pentágono ni la empresa contestaron de manera inmediata a una solicitud de comentario por parte de The Associated Press.

Por su parte, la presidenta Claudia Sheinbaum dijo estar “evaluando que las demandas que tenemos contra las armadoras incluyan esta parte”.

“Es muy importante que se investigue cómo estas armas que comercializa esta empresa privada llegan a manos de la delincuencia organizada en nuestro país”, agregó la mandataria.

México ha presentado varias demandas en cortes estadounidenses contra armadoras y distribuidoras de armas —algunas ya desestimadas—, con el argumento de los muchos daños que provocan en el país y el gobierno ha insistido de forma reiterada a Washington que si quiere combatir verdaderamente a los cárteles debe luchar de forma más eficaz contra el tráfico de armas del norte hacia el sur.

Según los datos actualizados ofrecidos el martes por Trevilla, en torno al 77-78% de las armas cortas y largas que entran ilegalmente en México y son usadas por el crimen organizado proceden del vecino del norte, donde se pueden comprar legalmente en muchos lugares.

Parte del armamento decomisado en México de origen estadounidense son ametralladoras de diversos calibres, fusiles tipo Barrett, lanzagranadas o lanzacohetes, dijo el general.

Hace dos años, el gobierno del entonces presidente Andrés Manuel López Obrador pidió a Estados Unidos que investigara la entrada de armas de uso exclusivo del ejército estadounidense que llegaban a manos de los cárteles pero no se supo más sobre el estado de esas pesquisas.

Vinicius Lima y Thiago Espinosa se unen al América de México para el torneo Clausura

CIUDAD DE MÉXICO (AP) — El volante brasileño Vinicius Lima y el lateral uruguayo Thiago Espinosa reforzaron al América de México para el torneo Clausura 2026, informó el equipo el martes.

Lima, de 29 años, llega al equipo azulcrema proveniente del Fluminense de su país donde militó los últimos tres años. Espinosa, de 21, llega a suelo mexicano desde el Racing de Montevideo uruguayo.

América no dio a conocer detalles económicos de ambos fichajes, pero reveló que ambos arriban al equipo a préstamo con opción a compra.

Lima y Espinosa se unen a los brasileños Raphael Veiga y Rodrigo Dourado como los fichajes invernales de las Águilas, que buscan pelear por un nuevo campeonato luego de quedar eliminados en cuartos de final en el torneo pasado.

Los cuatro jugadores fueron elegidos por el entrenador brasileño André Jardine, quien le dio al equipo un tricampeonato y lo llevó a cuatro finales consecutivas. El ex seleccionador olímpico de Brasil ha adquirido más poder de decisión en el club tras la salida del presidente deportivo Diego Ramírez.

La llegada de Lima ayudará a las Águilas cubrir la salida del volante Álvaro Fidalgo, quien se fue al Real Betis de España.

“Es un jugador que yo conozco de mucho tiempo, fue mi jugador en fuerzas básicas, lo acompañé en toda su carrera”, dijo Jardine. “Lo que más me gusta es su capacidad de jugar cualquier función de la media cancha, como más o menos utilizamos a Fidalgo. Va a sumar mucho con el balón porque tiene mucho criterio con él”.

Lima debutó en el Gremio de Porto Alegre luego militó en Ceara y tuvo un paso fugaz por los Emiratos Árabes con Al-Wasl antes de recalar en Fluminense donde fue campeón de la Copa Libertadores en 2023 y de la Recopa Sudamericana en 2024.

La llegada de Espinosa parece más una apuesta a futuro porque el puesto de lateral por izquierda le pertenece al internacional colombiano Cristian Borja.

América busca todavía un delantero más, pero los registros del fútbol mexicano se cerraron la víspera y ahora sólo podría fichar a algún jugador que sea dueño de sus derechos federativos.

García Harfuch dice que mineros secuestrados en noroeste de México fueron confundidos con criminales

CIUDAD DE MÉXICO (AP) — El secretario de Seguridad de México, Omar García Harfuch, dijo el martes que los primeros indicios indican que los 10 trabajadores de la mina canadiense secuestrados a finales de enero en el sur de Sinaloa, al noroeste del país, fueron capturados por miembros de una facción del Cartel de Sinaloa que los confundió con integrantes de un grupo antagónico.

El funcionario indicó que la investigación continúa pero que eso es lo que declararon los primeros cuatro detenidos por el caso. También aseguró no tener registro de que miembros de la compañía minera Vizsla, con sede en Vancouver, hubiera sido extorsionados o “molestados por algún grupo delincuencial”.

La fiscalía federal confirmó el lunes que cinco de los trabajadores de esta compañía que explota una mina de plata y oro en la sierra de Concordia fueron identificados entre los diez cadáveres encontrados en una comunidad cercana, mientras que otros cinco cuerpos hallados en el mismo lugar siguen sin identificar.

Los comentarios de García Harfuch son los primeros que aluden a un posible móvil del ataque aunque no explicó cómo los agresores pudieron creer que las víctimas eran miembros de otro grupo criminal si fueron sacados de las propias instalaciones de la mina, según había informado Vizsla.

“Conforme vayamos teniendo más detenidos, pues vamos a tener también más información”, indicó el funcionario.

La violencia en el estado se agudizó hace casi año y medio cuando comenzó una guerra entre dos facciones del Cártel de Sinaloa, lo que hizo aumentar no solo los muertos, sino los desaparecidos en el estado.

Según García Harfuch, las personas arrestadas pertenecían a “Los Chapitos”, el grupo afín a los hijos de Joaquín “El Chapo” Guzmán, actualmente sentenciado en Estados Unidos, donde son procesados dos de sus vástagos: Ovidio Guzmán y Joaquín Guzmán López.

La detención de este último en julio de 2024 junto a uno de los fundadores del cártel, Ismael “El Mayo” Zambada, quien dijo haber sido secuestrado por Guzmán López y llevado a la fuerza a Estados Unidos, fue el desencadenante de la lucha actual.

El gobierno de la presidenta Claudia Sheinbaum asegura que gracias al “reforzamiento” de la estrategia de seguridad federal se ha reducido el número de homicidios, pero la violencia continúa en muchos puntos del país, entre ellos Sinaloa.

A pesar del agotamiento y estrés, el único patinador de Ucrania inicia su camino olímpico

MILÁN (AP) — El patinador artístico ucraniano Kyrylo Marsak entrenó el verano pasado para los Juegos Olímpicos de Invierno de Milán-Cortina a pesar de que estaba exhausto.

Agotado, ansioso y a menudo incapaz de dormir, el joven de 21 años no podía dejar de pensar en su familia en Ucrania: su padre está en el ejército en la zona de combate y su madre en Kiev, mientras que sus abuelos esquivan ataques de drones en su ciudad natal de Jersón. Aun así, siguió su preparación para sus primeros Juegos Olímpicos.

Marsak se mudó a Finlandia para entrenar de forma segura poco después de que comenzara la guerra, pero el conflicto tiene un largo alcance.

“Realmente está afectando la forma en que vivimos, la forma en que pensamos, la forma en que practicamos también”, dijo a The Associated Press el domingo en Milán.

Marsak, quien finalmente buscó ayuda a través de terapia y medicación, está canalizando sus sentimientos en su programa de patinaje individual masculino mientras se acerca el cuarto aniversario de la invasión a gran escala de Rusia.

Marsak y su padre, Andriy, se ven reflejados en la canción que une a la familia Bocelli. Marsak vio a su padre por última vez durante el campeonato nacional de Ucrania en abril, cuando Andriy pudo obtener un permiso militar para asistir a la competencia y vio a su hijo ganar su tercer título antes de regresar a la zona de combate.

“Aunque no podemos vernos, todavía estamos juntos, todavía sentimos esta conexión entre nosotros”, expresó el patinador artístico.

Después del martes, los 24 mejores de los 29 patinadores pasarán al evento de patinaje libre del viernes. Marsak compite contra favoritos como el estadounidense Ilia Malinin, el “Dios del Cuádruple”, cuyo impresionante programa de patinaje libre del domingo le aseguró la medalla de oro al equipo de Estados Unidos, y la sensación japonesa Shun Sato.

Si Marsak logra avanzar, usará un traje diseñado por su madre, quien viajó desde Kiev a Milán esta semana para verlo competir.

Su programa de patinaje libre está ambientado con una combinación de “I’m Tired” y “The Feels”. Dijo que las canciones, ambas de Labrinth y Zendaya, representan su viaje en el patinaje en medio de una guerra que ha destruido gran parte de su país, incluido la pista de hielo en Jersón donde aprendió a patinar.

Patinador ucraniano compite para Estados Unidos

La guerra entre Rusia y Ucrania ha tenido un gran impacto en el deporte ucraniano. Los atletas fueron desplazados o llamados al frente de guerra. Los partidos de fútbol a menudo son interrumpidos por sirenas de ataque aéreo y la asistencia está limitada por la capacidad de los refugios antiaéreos. Los patinadores, esquiadores y biatletas de élite suelen entrenar en el extranjero, con ataques y apagones frecuentes que cierran las instalaciones locales.

En el norte de Ucrania, jóvenes esquiadores de fondo han estado entrenando en un complejo bombardeado donde las sirenas perforan regularmente el aire.

El bailarín sobre hielo Vadym Kolesnik, nacido en Ucrania, compitió para Estados Unidos el lunes después de obtener la ciudadanía estadounidense el verano pasado. La familia de Kolesnik ha soportado la guerra en curso en Ucrania, con su hermano alistándose en el ejército y el negocio de su padre destruido. Pero el joven de 24 años finalmente se reunió con dos miembros de su familia de Ucrania el sábado después de cuatro años separados, gracias a una exitosa campaña de GoFundMe que pagó sus vuelos a Milán.

Kolesnik y su pareja de danza sobre hielo, Emilea Zingas, quedaron en sexto lugar el lunes durante la danza rítmica. Competirán el miércoles en la danza libre.

Indians Bought More Gold Than Stocks In January, Goldman Sees Pros Buying Long-Dated Calls

The near-vertical surge in precious metals (arguably driven by speculative demand from China) came to a swift halt at the end of January, when silver suffered its biggest daily drop on record and gold plunged the most since 2013. 

As Goldman’s top futures trader, Robert Quinn, points out (in a note available at out MarketDesk.ai portal to professional subscribers), according to Commitment of Traders reports, Managed Money sold a record amount of Gold futures surrounding month-end.

The report covering January 27th – February 3rd, which included a -11.4% drop post Trump’s nomination of Kevin Warsh for Fed Chair, displayed-$13.7bn of Managed Money selling, driven mostly by liquidation (-$12.1bn).

This marked a 10 year notional record and corroborated the plummet in aggregate open interest.

Over subsequent sessions, elevated price volatility caused additional long unwinds, consistent with flow models for systematic investors.

From February 3rd – 5th, Gold price and open interest lost -0.9% and -$4.3bn respectively. GS Futures Strategists’ CTA model estimated some Gold selling. Similarly, the risk parity framework projected widespread commodity liquidation.

However bulls eventually returned alongside renewed Dollar weakness.

After initially proving resilient through Mega-Cap Tech weakness, the broad Dollar index lost -1.0% during February 5th -9th, enabling a +3.9% Gold bounce.

Catalysts included the US administration’s signaling of an imminent soft labor report plus Chinese regulators’ advice to curb holdings of US Treasuries.

Gold aggregate open interest regained +$2.7bn. Moreover, normalized 25 delta put-call skew cheapened across the curve.

Meanwhile, UBS points out that Silver ETFs have now been sold so heavily in 2026 that it has erased all net buying in 2025

Many of the factors that underpinned the multiyear rally — heightened geopolitical risks, elevated central-bank buying and lower interest rates — remain in play.

“The recent bout of volatility has called into question the value of gold as a hedge against geopolitical and market swings,” Mark Haefele, global wealth management chief investment officer at UBS Group AG, wrote in a note. 

“We believe such worries are overdone, and that the rally in gold will resume.” 

Many other banks and asset managers, including Deutsche Bank and Goldman Sachs, have backed a recovery in bullion.

Underscoring resilient official demand, the Chinese central bank extended its gold buying to a 15th month in January, and Kazakhstan’s central bank bought 66 tons of gold last year, becoming the world’s second-largest buyer of the metal, Governor Timur Suleimenov told President Kassym-Jomart Tokayev, boosting overall gold reserves to 345 tons.

Away from the big banks, retail is well and truly involved as Bloomberg reports that Indian investors poured more money into gold exchange-traded funds than equity mutual funds in January, a rare crossover that highlights sustained demand for bullion despite a record-setting surge fueled by geopolitical and monetary risks.

Net inflows into gold ETFs surged to a record 240.4 billion rupees ($2.65 billion), slightly higher than stock fund inflows of 240.3 billion rupees, according to data released Tuesday by the Association of Mutual Funds in India.

The milestone marks one of the strongest monthly endorsements of bullion by local investors in recent years.

“Investors are shifting allocations toward gold against the backdrop of a relatively lacklustre year for equity and stellar returns posted by gold in the same period,” said Nirav Karkera, head of research at Fisdom, a wealth management platform. 

Investment demand for gold will likely stay firm, at least until clarity emerges on the macroeconomic front, he added.

As Bloomberg highlightsthe move reflects a wider global pattern.

Gold ETF holdings worldwide remain near a more than three-year high, even after a pullback in prices last week, as the drivers behind the blistering rally – including elevated geopolitical risk and waning confidence in sovereign bonds and currencies – remain in place.

It’s not just central banks and retail that are getting (staying) bulled up again. As Goldman concludes, even longer-term investors potentially re-engaged.

As realized volatility subsided, 1 month and 3 month implied volatility also declined. 

However 1 year implied volatility continued to richen and remained near local highs. 

Thus, Goldman’s Quinn concludes, long-dated call buying likely manifested.

It is refunding week, which means we get the usual staple of 3, 10 and 30Y auctions. And moments ago, the Treasury just concluded the first of three coupon sales when it sold $58BN in 3 Year paper in a very strong auction.

The auction stopped at a high yield of 3.518%, down from 3.609% in January and the lowest yield since Sept 2025; the auction also stopped through the 3.519% When Issued b 0.1bps, the 6th consecutive stop through for the 3Y tenor.

The bid to cover was a bit disappointing at 2.624, down from 2.650 in January and below the recent average of 2.676. 

Internals were also notable, with Indirects awarded 57.15%, up from 56.50% but well below the recent average of 63.73%. And with Dealers holding 10.94%, that left Directs with a whopping 31.92%, up from 29.50% and the highest on record. This curious dynamic – declining Indirects offset by rising Directs – has been a staple for coupon auctions for the past several years now and we see it accelerating in the future, especially if foreign reserve managers rotate away from the US. 

Overall, this was a solid auction, yet one where the drop in foreign demand was notable, even if offset by record direct buyers

The lack of major surprise explains why 10Y yields barely budged after the auction prices just after 1pm ET.

Illinois State Police said Tuesday a driver on the Interstate 57 northbound ramp to 147th Street in Harvey was killed Sunday after striking a wall and being ejected from the vehicle, according to preliminary investigations.

The driver was declared dead at the scene, and police have not provided the driver’s name.

Officers responded at 11:58 p.m. Sunday after receiving reports of a death and an abandoned Chevrolet Tahoe on the I-57 northbound ramp, according to preliminary investigations.

Troopers determined the deceased was the driver of the Chevrolet, according to Illinois State Police.

A Cook County medical examiners report Tuesday said the victim died after being ejected from the vehicle and receiving multiple blunt force injuries.

Lanes closures were in effect while troopers investigated Sunday, but at 3:47 a.m. Monday all lanes were reopened.

Police said Tuesday there is no other information available at this time.

US No Longer Wants To Pursue Its Own Ukraine Peace Proposal, Kremlin Charges

Russian Foreign Minister Lavrov said in an interview published on Monday that the US no longer wants to implement a Ukraine peace deal that it previously proposed, the latest sign that there’s little chance the grinding war will come to an end anytime soon.

Lavrov claimed that the US and Russia came to an agreement on Ukraine during President Trump and Russian President Vladimir Putin’s summit in Anchorage, Alaska, back in August 2025. He didn’t elaborate on the details of the potential deal, but it’s believed to involve Ukraine ceding territory it still controls in the Donbas, a condition included in a 28-point peace plan that was later drafted by the Trump administration.

“In other words, we were told that the Ukrainian issue must be resolved. In Anchorage, we accepted the United States’ proposal. To put it straightforwardly, they proposed, and we agreed – the problem should be solved,” Lavrov told TV BRICS.

“The position of the United States was important for us. Having accepted their proposals, we essentially fulfilled the task of resolving the Ukrainian issue and moving toward comprehensive, broad, mutually beneficial cooperation.”

The Russian diplomat said that despite the “positive” summit, the US began imposing sanctions on Russia a few weeks later and has continued the economic pressure.

New sanctions are imposed, attacks on tankers are staged in international waters in violation of the UN Convention on the Law of the Sea, and India and other partners are discouraged from purchasing affordable Russian energy, while Europe has long prohibited such purchases, forcing them to buy American liquefied natural gas at significantly higher prices,” he said.

Lavrov added that he didn’t see a “promising future in economic terms” when it comes to US-Russia relations. “Thus, in the economic sphere, the United States has effectively declared a goal of economic domination,” he said.

Elsewhere in the interview, which focused on Russia’s relationship with other BRICS nations, Lavrov said the Biden administration has turned the US dollar into a “weapon,” prompting Russia and other countries to reduce their reliance on the US currency.

“Under the Biden administration, the United States has taken every step to weaponize the dollar against those it considers inconvenient,” he said, adding that the policies have continued under the Trump administration.
