St. Charles man allegedly took over 400 unauthorized upskirt videos across western suburbs, police say

A St. Charles man allegedly took more than 400 unauthorized upskirt videos at locations across Chicago’s western suburbs from 2017 to 2025, according to the Geneva Police Department.

Jascent M. Harvey, 29, was arrested on Oct. 3 by Geneva police detectives, a news release from the department on Friday said, after an investigation found he allegedly used his phone to secretly record a video up a woman’s skirt at a Geneva store.

His phone was forensically searched, a review of which took several weeks, the news release said. Investigators said they ultimately uncovered more than 400 upskirt videos taken from 2017 to 2025, according to the release.

According to the Geneva Police Department, the locations at which the alleged recordings occurred include retail stores, banks and office buildings in Algonquin, DeKalb, Geneva, Elgin, Naperville, South Elgin, St. Charles and Wheaton; public libraries in Batavia, DeKalb, Elburn, Geneva, St. Charles, North Aurora, West Chicago, Sycamore and Wheaton; and government buildings in DeKalb, Elgin and Aurora.

Geneva police are asking women who may have interacted with Harvey and who believe they might have been recorded to email PDInvestigations@geneva.il.us.

Harvey has since been charged with one count of burglary and one count of unauthorized video recording of intimate parts, both felonies, the department said.

Harvey’s attorney did not immediately return a request for comment.

After his first court appearance on Oct. 4, Harvey was released with special conditions but no pretrial supervision, Kane County court records show. His next court date is set for Dec. 17.
